Order No.28 ONLY bans firecrackers and not pyrotechnic devices

Fireworks is a general term composed of two: 
1. Firecrackers are more on bangers, noise, and it has caused injuries over the years.
2. Pyrotechnic Devices are more on lights, aerial shots and are safer to use.
